First you need to get a product line. You have to commission a firm to create one for you OR buy something existing and market it.
you'll need to figure out what your margins are (how much does it cost you to get the product/what is the sales price), identify your target customer, figure out packaging, research methods of marketing to customers (drugstores, mail order, infomercial, online, dept stores), find financial resources to pay for this, figure out how to manage supplies, shipping, storage, etc.
You might want to work with your local small business administration. They can help you develop a business plan.What would I need to do to set up my own cosmetics line?

you dont even say if you have the skills to mix cosmetics yrself. what way would you want to go with it? anti ageing, young skin, organic?????
you need to have the product in mind and actually believe in it and there are so many different ways to market it.

Remember that anything that hasn't got the words;

In other words if you are not going to do nasty things to fluffy bunnies etc. You have to by law put those words ';Not tested on animals'; somewhere on the product, so the vain person knows that they are the Guinea pig. Talk to a Bodyshop manager about your proposal before you buy into this world.
Aside from lots of money, chemists, color specialists, trend spotters, a manufacturer, a distributer and a sales force, the most important thing you need is a fresh idea, a point of difference. There are so many makeup lines out there...there has to be a reason why I would choose yours over any other.
